This nationally recognised training provides the essential knowledge and practical skills to respond to workplace emergencies, assist with evacuations, and coordinate emergency procedures as part of an Emergency Control Organisation (ECO). It’s ideal for team members, supervisors, wardens, and safety personnel working in construction, mining, manufacturing, and other high-risk environments.

This combined course covers Operate as Part of an Emergency Control Organisation (PUAFER005) and Lead an Emergency Control Organisation (PUAFER006), equipping you with the practical skills and knowledge to both support and lead workplace emergency response activities. It addresses the full scope of Emergency Control Organisation (ECO) functions, from carrying out assigned warden duties through to taking command and coordinating emergency response efforts.
You’ll learn about:
Emergency Roles & Responsibilities: Understand the duties of ECO members, wardens, and Emergency Controllers
Emergency Procedures: Follow, implement, and manage workplace emergency plans and instructions
Communication & Coordination: Communicate clearly under pressure and coordinate personnel and resources
Evacuation Management: Assist with and direct safe, calm, and orderly evacuations
Hazard Awareness: Identify emergency hazards and assess changing conditions
Team Leadership & Support: Work effectively within a team and lead response activities when required
Emergency Services Liaison: Coordinate with external emergency services during incidents
Personal Safety: Maintain your own safety while supporting or leading emergency response
Post-Incident Review: Participate in debriefs and contribute to continuous improvement
By the end of the course, you’ll be confident in your ability to perform your assigned emergency role, support and lead response teams, communicate effectively under pressure, and manage workplace emergencies in a safe, controlled, and compliant manner.
This course is delivered face-to-face over 1 full day.
You’ll gain hands-on experience in a controlled environment, building both confidence and competence while receiving direct guidance and personalised feedback from experienced trainers throughout the day.
Assessment is competency-based and ensures you can apply safe work practices with confidence. It includes:
An Interactive quiz and knowledge checks throughout the day
Scenario-based questions to demonstrate practical understanding
A final observation to confirm your competency in all three areas
This combined course is designed for workers who are required to support and/or lead workplace emergency response activities as part of an Emergency Control Organisation (ECO). It is suitable for both operational team members and those in supervisory or leadership roles responsible for emergency preparedness and response.

There are no formal entry requirements; however, students will need:
basic computer skills and internet access (for enrolment and communication)
sufficient language, literacy, and numeracy (LLN) skills to complete assessments
a valid Unique Student Identifier (USI) - mandatory for all nationally recognised training. If you don’t have one, you can apply at usi.gov.au or we can assist.
