This combined course covers Operate as Part of an Emergency Control Organisation (PUAFER005) and Contain Small Emergencies in a Facility (PUAFER008), providing you with the practical skills and knowledge to both support workplace emergency response activities and safely contain minor incidents before they escalate. It equips participants to operate effectively within an Emergency Control Organisation (ECO) while also developing hands-on capability in first-response emergency management.
You’ll learn about:
Emergency Roles & Responsibilities: Understand your role as a warden or ECO member during emergencies
Emergency Procedures: Follow and apply workplace emergency plans and instructions correctly
Communication & Reporting: Communicate clearly with the Emergency Controller, wardens, and occupants, and report incidents accurately
Evacuation Support: Assist with safe, calm, and orderly evacuations
Hazard Awareness & Risk Assessment: Identify emergency hazards and assess changing conditions
Incident Response & Containment: Respond quickly to minor emergencies including small fires, chemical spills, and other workplace hazards
Use of Equipment: Apply appropriate emergency procedures and use available containment equipment effectively
Team Coordination: Work effectively with others during emergency response activities
Personal Safety: Maintain your own safety while supporting emergency response efforts
Compliance & Procedures: Implement workplace health and safety requirements during incident management
By the end of the course, you’ll be confident in your ability to carry out your assigned emergency role, respond calmly under pressure, contain small emergencies safely, and support effective, compliant emergency response in a controlled workplace environment.
Course Delivery and Assessment
This course is delivered face-to-face over 1 full day.
You’ll gain hands-on experience in a controlled environment, building both confidence and competence while receiving direct guidance and personalised feedback from experienced trainers throughout the day.
Assessment is competency-based and ensures you can apply safe work practices with confidence. It includes:
An Interactive quiz and knowledge checks throughout the day
Scenario-based questions to demonstrate practical understanding
A final observation to confirm your competency in all three areas

This combined course is designed for workers who are required to support workplace emergency response activities as part of an Emergency Control Organisation (ECO) and respond to and contain small emergencies as part of their day-to-day responsibilities. It is suitable for both operational personnel and those responsible for first response, emergency preparedness, and workplace safety.

basic computer skills and internet access (for enrolment and communication)
sufficient language, literacy, and numeracy (LLN) skills to complete assessments
a valid Unique Student Identifier (USI) - mandatory for all nationally recognised training. If you don’t have one, you can apply at usi.gov.au or we can assist.
