The Licence to Operate a Non-Slewing Mobile Crane (C2 - up to 20 tonne) course provides solid foundational training for those operating smaller non-slewing cranes such as frannas. You’ll learn how to plan and prepare for lifts, safely conduct pre-operational checks, assess site conditions, secure loads correctly, and use appropriate lifting gear and attachments. The course also focuses heavily on hazard identification, risk management, safe operating techniques and communication protocols to ensure safe and efficient crane operations.
This nationally recognised qualification is an excellent starting point for anyone entering the crane industry or for workers looking to add a C2 high-risk licence to their skill set.

The Licence to Operate a Slewing Mobile Crane (C2) course is your entry point into slewing crane operations. You’ll gain hands-on experience setting up, operating, and shutting down a slewing mobile crane with a capacity of up to 20 tonnes. The training focuses on essential slewing crane skills, hazard identification, load control, and safe lifting practices used across construction and industrial worksites.
By the end of the course, you’ll be ready to operate a 20-tonne slewing crane confidently and safely under real-world conditions. You'll learn about:
Legislation & Compliance: WHS, HRWL requirements, crane operating regulations, and workplace safety standards.
Crane Setup: Positioning the crane, deploying outriggers, levelling, and assessing environmental/site conditions.
Pre-Operational Inspections: Checking crane components, lifting gear, safety systems, and controls before beginning work.
Load Chart Interpretation: Understanding SWL, radius, boom lengths, and operating limits for up to 20-tonne cranes.
Crane Operation: Operating a slewing crane safely - boom control, slew management, hoisting, and load placement.
Load Movement: Executing smooth, controlled lifts using clear communication and correct lifting techniques.
Post-Operational Procedures: Shutting down, retracting outriggers, securing equipment, and completing final checks.
Communication & Teamwork: Coordinating with doggers, riggers, and signal personnel to safely manage lifting operations.
Emergency Procedures: Managing incidents such as load instability, mechanical faults, or environmental risks.
By the end of the course, you’ll be confident operating non-slewing cranes safely, managing risks, and ensuring compliance with workplace and industry standards.
Due to the high-risk nature of crane operation, the Licence to Operate a Slewing Mobile Crane (C2) course is delivered face-to-face over five full days. You’ll gain hands-on experience in a controlled environment, building both confidence and competence while receiving direct guidance and personalised feedback from experienced trainers throughout the course.
After successfully completing this course, you can apply for your High Risk Work Licence (HRWL). You have 60 days from course completion to submit your application. HRWLs are valid for five years and can be applied for or renewed online via the WorkSafe QLD or WorkSafe WA websites. If your licence expires, you are no longer recognised as a licensed operator until it is renewed. WorkSafe provides a 12-month grace period for renewal; if this period passes, you will need to resit both the written and practical assessments.
If you are one of our corporate clients, we can apply for the licence on your behalf for an additional fee of $160 (which includes the WorkSafe fee).
